Social transport service
The aim of the social transport service provided by TLT is to ensure that people with special needs have the opportunity to go to work, school and use public services. The service is intended for people whose disability has prevented them from using a personal or public vehicle during the assessment. The assessment of the need for assistance is carried out by the Social Welfare Department of the Tallinn District Government.

How to order a scheduled or occasional transport service?
Step 1

- Please submit an application for social welfare assistance.

- By contacting the social welfare department of the district government of your place of residence.
A social worker will arrange a suitable time with you to assess your need for help, and after the assessment, a decision will be made to assign you to the service.

What is important to know when requesting a ride:

- Submit your travel request for occasional transport at least 2 working days before the desired travel date and for scheduled transport at least 4 working days before the desired travel date.

- As a wheelchair user, please indicate your assistive device so that we know how to use the adapted bus.

- If you have been assigned a personal assistant, let us know about that as well, so we can plan a separate seat for them.

Services
The scheduled transport service allows a disabled person whose disability prevents the use of a personal or public vehicle to use transport that meets their needs to travel to destinations necessary for their survival. In the case of the scheduled transport service, a vehicle adapted for the transport of disabled people travels a specific route (transport route) within the administrative territory of the city of Tallinn at specific times of day. The volume of the scheduled transport service for one user is up to two journeys per day. If the service user needs the service in addition to travelling to work or an educational institution, also to travel to a welfare institution, the volume of the service is up to four journeys per day for one user. The user of the scheduled transport service registers each journey with an electronic travel card. The scheduled transport service is free of charge for the user. To apply for the scheduled transport service, please submit an application in the Tallinn City Social Transport Service Information System environment or contact your district social welfare department.
Request hereThe occasional transport service is a service in which the departure and destination and time of the trip are determined and the vehicle is selected based on the needs of the service user. The occasional transport service is entitled to be used by a person who has been identified by the Social Insurance Board as having a severe or profound disability and whose disability prevents the use of a personal or public vehicle and who is at least three years old and whose place of residence is the city of Tallinn and 1) who has a mobility, vision or mental function abnormality and 2) who needs the service for a single trip to a healthcare or welfare institution or to use public services. The user of the occasional transport service registers each trip with an electronic travel card. The occasional transport service is provided both within the administrative territory of the city and for travel to or from a destination located elsewhere in Estonia.
